App Store and iTunes account locked/disabled.

I went to download a app on my iPad and suddenly it says my account was disabled in the App Store and iTunes. Once I tried to log out and log back in it then said the account had been locked. Now I cannot get in to even download anything. That account was very important to me as it had some money left, and save data linked to the account which I need to be able to log into to access.

I do not want to create a new Apple ID. I want the account back. Any support or advice can help, thank you!
