Voice Over Locked Me Out

I somehow turned on Voice Over and now I'm locked out of my phone. It won't accept anything I type, just says the numbers out loud. Control Center won't pop up. Siri won't work.

How do I get back in to turn this off? I've tried restarting the phone several times. It just reads the time and numbers super fast like it's on speed.
