VoiceOver won't turn off on iPhone, passkey not registering

Turned on voiceover on Iphone. Can't turn it off and after turning off iphone in hope it would stop Voiceover I now cannot get back in as screen is locked and passkey is not registering. Cannot use siri and am stuck
