Unable to access Costco website on iPad

Access to apps denied. What would generate this message on my iPad Pro 2nd generation? Access Denied You don't have permission to access "http://www.costco.com/generators.html?" on this server. Reference #18.c9419b8.1706721368.16da99a8

The message appears when I attempt to access apps associated directly with my ISP or to access my email not directly from my “Mail” app, I.e., from various third-party web browsers like Google, Firefox and Yahoo.

i was also recently denied access to my Costco account.
