I want to be able to have a function that requires a passcode to turn off my phone
cause last week my iphone 14 plus was stolen and untill not i cant track it cause it’s turned off
so it will help us all alot to add this feature
now i have an iphone 15 pro and I really need this feature to protect me and all of us from being robbed

That is not a feature of iOS, and requiring a passcode would not solve your problem. How do you know the phone was turned off? You also couldn’t track it if the thief put it in a faraday shielded bag (the most likely, as it’s the easiest), or a metal box, wrapped it in aluminum foil, let the battery run down, and other methods. Find My is primarily for lost devices, not stolen. Anyway, most likely you will be able to track it when it arrives in its destination, Shenzhen, China, where there are factories that repurpose iPhones and other stolen electronics for resale.
Now suppose you could track it. What would you do? Confront the thief? People have been murdered doing that. Tell the police? They would have to get a search warrant, and they aren’t going to bother for just one of thousands of iPhones stolen every day.
Beware of a common phishing scam: You may get a text or email from “Apple” or “Apple Security” (or sometimes “Police”) saying your phone has been found and to click on a link to see its location. This is NEVER from Apple or from law enforcement; it is from the thief or fence to steal your Apple ID and identity. Delete any such message without responding to it. Apple never gets involved in lost or stolen devices→Avoid phishing emails, fake ‘virus‘ alerts, phony support calls, and other scams

Newer iPhones like the iPhone 14 and 15 continue to send out an intermittent Bluetooth signal....even when they are powered off.....that can be picked up by other Apple iPhones in close proximity. This is the same way that AirTag works.
If you have a newer phone, you can prove this to yourself.
Simply power off the phone......Settings > General > Shut Down

Perhaps you were not aware of this. Now you know that it is possible for the phone to be displayed in Find My even when it is powered off, if the conditions are right.
Nope. Not going to happen. It’s been suggested many many times. It would create a nightmare when it comes to troubleshooting. It would not help you in the case you mention anyway. Newer phones can be tracked when off, so long as there is some battery power using the Find My network.
Being turned off is not the problem for you not being able to track your iPhone. Here is the page describing that feature.
