Cannot Sell App in Apple Store connect distribution

Here's the message:

Your app isn't available in the Canada and United States App Store because you didn't agree to the latest version of the Paid Applications contract. You can access the contract in Agreements, Tax, and Banking in App Store Connect.

Explore developer resources to get answers to frequently asked questions, watch video tutorials, stay up to date with the latest news, and more.

Poke around in the agreements-related stuff on the developer portal, and look for any new Apple agreement you haven’t yet signed, too.

What happens when you click on the "View" button?

If there are no outstanding agreements or other check-offs, and the view message wants Apple Developer Support, it’s still developer support to ask.

What happens when you review and agree to it?

I spoke with the Apple Support team, and according to them, this is anticipated behavior and will not affect the release of custom apps via ABM. However, this only applies to apps released through the App Store.

It's not possible to distribute the app for the public if the application is set to distribute only for private use. The only way to do this is through Apple Business Manager, but this is something akin to the device being managed by a company.

In Apple Business Manager, we also can share a download link or voucher code with users to whom we've granted access to download the app (but the minus is the link only work in one region of apple ID registered for upload App)

If we want the app to be publicly available for anyone to download through the App Store, then we need to create a new release of the app with the public distribution method. The app that was previously distributed privately cannot be changed to a public distribution model.

I have the same problem. I contacted support and they pointed me to this article:

However, nothing in that article seemed to help. Will keep an eye on this thread for updates.
