old iPad only charges with flashing apple - can I return for store credit?

When I plug in the iPad (old version, model A1332), it just has a flashing apple. Can I return the iPad to Apple for store credit?

You can establish eligibility and potential trade-in value, if any, here:

Apple Trade In - Apple

Older models may be too old to have any value.

You should note that devices must be fully functional to be eligible for Apple's trade-in program. If your iPad has a fault, the cost of repair will often be considerably more than the potential trade-in value.
