I want to Copy cut and paste Numbers Rows on my MacBook Pro Sonoma 14.3

Where do you want to move rows? Within the same table? To another table? To another document?
Selecting row(s), command-x to cut, clicking a destination location, and command-v to paste almost always works.
Within a table it can be even easier to click the row number(s) to select the entire row(s), then while holding down the "mouse button" or trackpad equivalent drag slightly so the selection "lifts" off the table. You can then drag it somewhere else within the table, or onto the canvas and "drop" it.
If your goal is to put all the rows in a table into some sort of systematic order then don't forget that instead of dragging them around you can click a column letter and in the dropdown that appears choose Sort Ascending or Sort Descending.
