Yes, Amazon Fire TV devices should have the full Apple TV app (not the specialized/​limited Apple TV+ app). But Store purchases are intended to be done on other devices, as the Apple TV app on Fire TV doesn’t currently support in-app purchases processed through Amazon² (How to Watch message).

Past purchases from other devices should work on all your devices that have the full Apple TV app (with Store tab and/or Library tab), when signed in with the matching Apple ID account. Find your completed purchases in the Library tab.

it depends it seems some devices only have an app that support appletv+ streaming if your devices only have that app then you cant, if your device also have an appletv app that support app store and the likes then yes
