Because a Mac uses the Mac OS to operate and the iPhone uses a different OS, the iOS, each platform requires that it operates with apps that are specifically written for it. They are not interchangeable.

To oversimplify things a bit, usually it's the combination of the processor architecture, and operating system APIs, that defines a platform. That's why Windows/Intel is a different platform from macOS/Intel; why you need Rosetta to run Intel-only macOS applications on Apple Silicon Macs.

Now there is enough overlap between iPhones/iPads and Apple Silicon Macs that – even though they are different platforms – Apple Silicon Macs can run some iPhone/iPad apps.

For instance, if you go into the Play section of the App Store (on an Apple Silicon Mac), one of the sections on the first page is:

Note the "Designed for iPad" text.

There are still a lot of differences between the Mac platform and the iPhone/iPad platform, especially in regards to the user interface. An unmodified iPhone or iPad app may not run very well on a Mac because

  • It does not make good use of a large, high-resolution screen
  • Having to simulate touch-screen operation with a keyboard and mouse is clunky

So Apple lets iPhone and iPad app developers choose whether to make their apps available for Apple Silicon Macs. Many don't.
