My iPhone 15 won’t charge
Yesterday my phone was in black out so I tried to turn it on by charging multiple times but it wasn’t working. Later on it was on again. It’s not the first time my phone is black out. and today it’s not charging

If you alreay tried (to no avail) all the steps provided in the support article that led you here, and if you already performed a forced restart of your 15, as per these instructions:
Put it on charge for at least half an hour, then, keeping it plugged in, use these gestures:
In rapid sequence, press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side (power) button. Only when the Apple logo appears (it might take 10-20 seconds), release that button (ignore all other screens that might appear, the one with the "slider" to turn the device off included).
if the issue still persists, since your iPhone is covered by warranty, I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.

(*) You can do it:
Check your charging cable and USB adapter for signs of damage, like breakage or bent prongs. Don't use damaged accessories. Use a wall power socket and check for firm connections between your charging cable, USB wall adapter, and wall socket or AC power cable, or try a different socket.
