my Apple ID shows a location in a different country to myself, I have read that this can be where the IP address is BUT I’m concerned because the location is exactly the location where I recently had 2 unauthorised purchases via PayPal recently.
if I allow the sign in am I in anyway giving access to the fraudster?

If you mean that you are getting a request to sign-in by receiving an unexpected request then absolutely do not say OK, because that means someone knows your apple IDpassword. That is how two factor authorisation works.
Change your Apple ID password immediately.
Can you post a screenshot without revealing your apple ID?
If it was you signing in and not someone else and you live in NI I wouldn’t worry.
If you live in America or Australia you need to find out why

Use the broad markup tool in black in photos to obliterate your apple ID.
No, I was trying to sign in as settings update was requested, it shows the location (not mine) when I try to do it.
If this is an update to ipadOS then it should only ask for your ipad passcode.
I’m struggling to do this as it won’t post….
