Previously, I was able to locate family members just by saying Siri where is. Now it constantly tells me I have to unlock my phone. I am doing dishes or my hands are busy. It is so annoying.

Settings > FaceID and Passcode > Siri [Enable]. Even after this, unlocking the iPhone is typically required for Siri to reply to a message for security reasons. Read more in my next post.
There are many commands that do not require the iPhone to be unlocked such as Hey Sir, What is the weather like today? What is the day today?
It will ask you to unlock your iPhone to protect your privacy with some commands to Siri.
