Thank you for wanting to do a good thing by giving the phone to its rightful owner. We can't help you find the owner and Apple NEVER gets involved in lost or stolen goods, so they won't help you either.

The advice offered above to either turn it into the lost and found where you found it or turn it over to the authorities is all anyone can offer you.

Thank you again, for wanting to do the right thing. All to often we see people come here and ask instead how to use a phone they found. So good on you!

The owner had an opportunity to post a message on the phone with his/her contact information, but they have obviously not used that option yet....or....the Activation Lock has taken over.

If you found the phone at a business or restaurant, turn the phone in to the management. The phone's owner might be trying to retrace their steps.

Otherwise, turn the phone into the police since it may have been reported as stolen by the owner.

If you are the owner or the owner has shared all information with you then to open Activation Lock:- If it is Activation locked, read here --> Turn off Activation Lock - Apple Support Activation Lock for iPhone, iPad, and iPod touch - Apple Support

Learn how to remove a device from a previous owner's account.

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
