Rebuilding Photo Library from iCloud

My local Photo Library, which was stored on an external hard drive on my Mac, has become corrupted and will not open. Fortunately, the entire library is backed up in iCloud. I know that I can create a new Photo library and designate it as my system library. Before I do that, I need assure that when I do that, the backup in iCloud will not be affected and can be synced to the new library that I have created. Can someone confirm that? Much appreciated.

There his no backup in iCloud, just the synced file. If you create a new system library and enable iCloud Photos, your photos will download. Best to also be sure to be backup your Mac using Time Machine (or similar).
