In the process of setting up my MacStudio somehow my 900gb photos library got corrupted. I have tried restoring from Time Machine but that doesn’t seem to work. Is it possible to start a new library and sync from iCloud Photos. I’m afraid to pull the trigger for fear that my iCloud library will become corrupted as well. Any help is appreciated 🙏

If my Library became corrupted, and I didn't have a backup, then I would create a new empty Library, designate it as the System Library, connect it to iCloud, and wait a while for it to fill. For 900 GB, it could be a month.
I wouldn't delete the original Library immediately. All the original picture files are in there, though they have different random crazy looking file names, so they will be hard to deal with. Edited versions will be inside only as lower resolution previews, but if all else failed, that would be valuable.
In Restoring from Time Machine, you can't just drag the Library package out. You have to use the TM restore button:

The Library at iCloud.com is corruption free. So filling an empty Library will give you a corruption free copy.
