Family icloud subscription
I want to connect my family’s icloud+ subscription. Can I give access only to one family member?
Or will all family members have access to a family subscription?

There isn't a "Family Subscription" to iCloud, rather an iCloud+ plan is shared among members a Family Sharing group.

If I recall correctly, when family members accept an invitation to join a family group, they are given the option to continue with their existing iCloud storage plan, or cease their existing plan by joining the plan used by the family organiser. Once they accept this option there is no limitation to them using this space.
If the invitation to use this space is declined at this stage they can join the iCloud+ plan later. If you want to control access you will need to supervise the addition of your family members. Just on my experience I would recommend a larger iCloud+ rather than a smaller one!
