I am on iOS 17.2.1 and the issue began today. I was unable to get into messages and respond. I tried killing the messages app and tried and still the same issue. I thought would try restarting and see, but I am unable to shut down the phone by holding down on the lock+volume up/down(I tried with both Up and Down) keys.
Not sure what other options I can try.

The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky. If done correctly this will always work unless the phone has a hardware problem.
