Unable to shut down/restart my iPhone

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

• Press and quickly release Volume UP button
• Press and quickly release Volume DOWN button
• Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF).

Try to force restart your iPhone. This procedure is a bit tricky. Don't hesitate to repeat it.

If a Force Restart does not fix this...

Close All Apps:

Apps may be open that are pending something (i.e. a download). So, save what need be, and then close all apps. Hold you finger down as you swipe up form the bottom-left corner of your screen. Then, close all of these open apps, by sweeping up quickly for all apps. Try this once more.
