Wondering why I didn’t hear from this contact and realize he is blocked and I didn’t do it and I went to settings in the blocked list in his number is not even in there

If this contact is blocked using Apple’s methods, then the contact’s number may not necessarily appear in the Blocked Contacts list. Instead you may see a reference to the contact’s name followed by the type of connection blocked, such as:
