Voicemail greeting starts playing through speakers when I silence a call

I have an iPhone 13 and recently when I press the side button to mute an incoming call, the voicemail greeting will start playing out loud (through the speakers). My phone is in silent mode and when it’s playing there’s nothing I can do to turn it off. What’s going on??
