iCloud for Windows not installing correctly

I have installed iCloud from the Microsoft Store. The app installs fine and starts up, I can sign in with my email and password, but then iCloud does not sync. Two issues happen:

I cannot enable iCloud Drive. When selecting the checkbox and clicking apply the checkbox is unselected.

Secondly I can check the checkbox for Photos to sync, but nothing ever syncs. A folder is created in my pictures called 'iCloud Photos' which contains another folder 'Shared' and 'desktop.ini' but none of my pictures are ever downloaded. When clicking on the taskbar icon it never changes from 'Updating...'

I have managed to install and sync iCloud fine on another Windows machine, so the issue must be with this install and not with my iCloud account. I have tried signing out/in, reinstalling, but nothing seems to fix the issue.

iCloud updated to v15.0.214 today but is still having the same issue:

After a support call tried this on a fresh Windows user account and it works correctly so the issue must be something with my main user.

The main difference I see in the log files is:
