App Store cannot connect

Mid 2011 Macbook air will not connect to App Store or elsewhere.. Wiped and installed the Wife's 2011 MacBook Air using Recovery. At first it tried installing High Sierra, but near the end..it reported an error and it said start again, which I did. But this time I was only offered Os Lion. It downloaded ok, but could not connect to App Store , iTunes, the only page I could load was the BBC NEWS, all other sites say "Safari cannot establish a secure connection......". I tried Recovery again but was only offered Lion....installed it again.......tried updating...but no use.........any ideas please.......

Any error messages given?

Anything blocking the Wi-Fi access on your router?

As your MacBook Air can only be upgraded to macOS 10.13, High Sierra, did you try to install another browser by downloading the installer onto an USB stick, using another Mac?
