pin windows on top of others

is there a way to pin a window to stay fixed in front of other windows. Just like the snap shot feature, that windows stays on top of all others, but I want to do it with any window, like pin/unpin it. How does an os not have basic features like this?

Re-opening windows on the screen I'm on? Just a minor annoyance but hoping someone has an answer. I use one laptop with multiple screens (that is, internal monitors - not sure what the right term is) that I 4-finger swipe through. Whenever I minimize an app, it likes to stay with the screen / monitor I minimized it in. My issue is that sometimes I swipe to a different screen / monitor and want to reopen the app on that screen, but it always swipes me back to the monitor / screen I minimized it in. Is there a way to force applications that have been minimized to pop up on the screen / monitor I am currently on? Thanks.
