I noticed that when I arrived in another country. My phone did not find any cellular networks. When I checked the settings for roaming options it was not there. So I cant make calls and get sms messages.

You need to talk to your cellular provider about this.
You should have set up roaming with your carrier before you left your home country.

I already did that in my carrier’s app. I switched on international roaming: of both calls and data and got charged by the carrier. But in my phone settings “cellular data” in not visible, it disappeared.
I'm just not familiar enough with roaming to guide you further. Hopefully, someone who has more experience with roaming will offer their assistance.
