I phone 15 pro max is stuck on the update"iMovie" using cellular data? screen

the phone is locked with that message on the screen and not letting me do anything at all what do I do ?

Failed Setup on new iPhone 16 I tried setting up my new iPhone and the carrier service has swapped over already. The set up process froze during iOS 26 update. Tried turning off/on, but then phone was frozen on “Hello” screen. Completed reset procedure for Restore. Hooked to computer (Windows PC) with Apple Devices app and attempted both Update Only and Restore and Update options. Multiple occasions it stopped the downloaded. The last time it said my PC was downloading software needed for phone update and then came back later with a response that “the download was corrupted. Try again” Now and cannot get my phone to go to Restore screen at all to even try again. What steps should I try next?

Follow the Apple article to resolve the issue --> If your iPhone, iPad, or iPod touch won't turn on or is frozen ...
If not resolved; please follow the steps in the following link for support with this issue: If your iOS device restarts or displays the Apple logo or a spinning gear unexpectedly
