iCloud Keychain iPhone not syncing

For months now my iPhone's keychain has not been syncing. The Keychain toggle is green. I tried changing password and logging off every device, other things. The toggle itself cannot be turned off for a restart or reset. I press it and it thinks for a second and then toggles back on again. I have scoured a lot of forums but none or few (that don't work) deal with the toggle itself not allowing to be turned off. What can I do?
