phone compromised

My phones making me enter capture it says About this page This network is blocked due to unaddressed abuse complaints about malicious behavior. This page checks to see if it's really a human sending the requests and not a robot coming from this network.every time I look something up it says the same thing then on Facebook they warn they going to lock me out & log me out messengers now gone &!it says my phone is compromised how do I fix this ?
