Sharing photos from iPad to PC via Bluetooth

As far as a PC goes, you aren’t really going to be able to do this. There is not a way to connect it to Bluetooth to transfer files like that. You can get the pictures from your iPad to your PC if you connect it via a cable, and make sure that you have an up to date version of iTunes installed on the computer so the drivers for the device will be installed on the PC. You can also make sure that iCloud sync is turned on in the settings of the iPad and it will sync your photos to your iCloud account. You can then log into your iCloud on your PC and see your pictures in there and download them from there as well.

If you have a MAC, then you can AirDrop them to your MAC when you select the photos that you want to AirDrop, but this is a feature that you’ll have to make sure that your device has a current enough version of MacOS to be able to support AirDrop which has been out for a while so if your Mac is more recent then it should support this feature. That being said, you can still get them from your iCloud account on the Mac or with a cable as well.

Transferring files and photos may be viable if your PC supports Bluetooth, but there are perhaps easier and more flexible methods.

If you simply wish to exchange files and photos with the iPad from the Windows PC, you might instead consider using iCloud for Windows. When signed-in with the same AppleID, you can simply use iCloud to exchange or synchronise files and photos between your iPad and PC:

You might also consider copying/moving files using USB storage. For an iPad with a Lightning connector, you’ll require an Apple Lightning to USB3 Camera Adapter:

To provide sufficient power for the USB drive, you’ll need to connect a Power Adapter (charger) rated at least 12W to the auxiliary Lightning port of the Camera Adapter. The iPad, on its own, except for very low power devices, cannot supply adequate power for connected USB storage devices. The Power Adapter supplied with your iPad, with the appropriate cable, is likely to be adequate.

For an iPad with a USB-C connector, you’ll need to connect your iPad and the USB Flash Drive to a powered USB hub.

In all cases, USB storage must have a single data partition - and be formatted as FAT32, exFAT or APFS. iPad cannot read multi-partition devices, or proprietary device formats (such as NTFS).

You can't pair 2 Apple devices together via bluetooth only for tethering.
