Why am I being charged 17 dollers for apple when trying to download free apps
I am being charged 16.99 from apple an it’s asking me to put a card on file when all I have is free apps

It's probably because you owe money for a subscription that has renewed or some other purchase made by you or a family sharing member that wasn't able to be charged to your payment method. You have to resolve it before Apple will let you download anything more.
