Thanks for your reply. It prompted me to check my payment methods. Although there was a valid method in the list which is already used (without issue) to pay for iCloud storage and other purchases, it was not the primary method on my account. I noticed that the primary method had an issue and so removed it. This resolved the problem and I was able to process the upgrade.
