Local device storage (on your iPhone) is not the same as iCloud storage (on Apple’s servers; used for synchronization and backups).

You cannot buy more local storage for an iPhone. If you have enough iCloud space, and are using iCloud Photos, you could turn on “Optimize iPhone Storage” in Settings. But for the most part, iCloud storage is not a substitute for device storage. If the latter is full, you may need to delete data (photos, videos, music, movies, TV shows, etc.) or apps from your phone - hopefully after copying any data you care about elsewhere (like to a computer).
