system configuration function missing unable to find and program

What "system configuration function" are you referring to?


System Settings can be launched by clicking the Apple menu  at the top left corner of your screen and then clicking System Settings...


The System Information app lives in the Applications folder > Utilities folder.

You can do a Spotlight search to find and launch the System Information app. Press Command-space bar and type "system info" into the search field.
