my apple pay is suspended because i can’t verify identity but i have no id im only 15

That’s the issue. You must be 18 to have your own account. No exceptions. You’ll need to get a parent to setup an Apple Family Sharing Account and then create an Apple Cash sharing account and add/invite you to the account.
