How to sync iCloud without internet

I have iCloud that I do use on my mobile and Mac air but I also work offshore on a vessel where there is no access or very very slow internet access.

i want to keep everything also on my devices when there is no internet access!

iCloud is no good to me if I cannot access.

Can I update iCloud when I am back on land but when I don’t have access I still have all the information on my mobile phone and laptop?

Unless you optimize storage, anything in iCloud will also be on your Mac locally. You can then sync once connected to a network. Your iPhone is designed to keep only recently used files in the files app. But, you can copy all files to "on my iPhone" storage to retain the files there. You'll just need to remember to copy those back to iCloud.
