The Phone app cannot be deleted since it is a part of iOS. It is probably accidentally removed from the Home Screen, however, still exists in the App Library. The App Library is the last Home Screen on your iPhone when you continue to SWIPE LEFT until you reach it. Once you are in the App Library, then you can search and find the Phone app. Once found, then you can DRAG the app out of there and place it on your favorite spot of the Home Screen.

Well, the simple thing worked. I shut down the phone and restarted and the phone was back in the dock. Thanks for the assistance.
Search for it ( Use Spotlight Search on your iPhone, iPad, or iPod touch - Apple Support ). Swipe down from the middle of any home screen and type the name of the app into the search field at the top of the screen. If it is in a folder, it will show the folder on the right of the app name after you tap on the app when it appears in the search.
