Apple ID 2step verification locked

My Apple ID is locked on my phone. And can’t update information in my settings without knowing my 25 step account recovery passcode. 2step verification locked on my phone want even let me start a new Apple ID without verifying my password or account recovery passcode first. A which idk or have either one anymore. So i only have me a little access to my phone and some I don’t?? Need help please without having to pretty much throw away a brand new iPhone away that I can partially use.!

You are referring to your Apple ID recovery key. If you don’t have it and cannot generate a new one “if you lose your recovery key and can’t access one of your trusted devices, you'll be locked out of your account permanently.” Set up a recovery key for your Apple ID - Apple Support

You’ll need to submit proof of ownership and request Apple remove that Apple ID from your phone from their end. If approved you’ll then erase the phone which will allow you to create and start using a new Apple ID. See Start a support request at How to remove Activation Lock - Apple Support
