how do I adjust my wife's account to be an organizer?
My wife's account is listed as 'adult'. It will not allow adjustments or edits.

Not sure what you mean by adjustments or edits.
In Family Sharing, there can only be one Family Organizer, you can't adjust any other member to be an organizer.
If you need to change who the Family Organizer is, then you need to disband your current Family Group, and have that other adult member create their own Family Group and invite the other members to it.
You can, however, make other adult members in the group be Secondary Approvers for "Ask to Buy" requests.
