There is nowhere directly to specify that. In general, the Apple support pages will load in whatever language is identified in the URL. This in most cases is automatically set for your location by Apple Servers based on tour IP.
For example in : "support.apple.com/en-us/108782" the "en-us" section identifies the language and the country. English-United States.
ru-ru would set it to Russian, and get cyrilic characters.

Also, note, that not all support pages may be available in all languages, and may just show in the available one.
