iOS 17.3.1 permissions problem

I often move files from my M1 Macbook to my iPhone and have not had any problems until this week. Of the files I recently transferred, one refuses to open and claims I do not have permissions to view it. Info viewed on the mac shows permissions set to read & write for everyone. I've tried replacing the file but no change.


The app and iPhone are fully up to date. I transfer the files via AirDrop and prefer not to use iCloud. I believe it was a recent iOS update which caused the problem since I first noticed it shortly after the update. I’d appreciate any advice on how I might resolve this. Thank you.
