Why can’t Apple Support talk to its own Activation Lock police?

I have provided all the documentation requested to remove the activation lock from my own ipad mini device, but Apple keeps turning down my request to unlock. No explanation. No details on what info is missing. And when you call Apple Support you can talk to some really helpful human beings, but even they don’t understand why I am getting turned down by the Activation Lock gulag. The support people are not even allowed to communicate with the activation locker division. Something not right about this. Who can I appeal to?????

Apple may not respond but your comment will be read.

I suspect that refusal to do this may typically be because you are not presenting the original receipt of purchase from Apple.

Apple can completely reset a device if a person can provide sufficient evidence of valid ownership. Do this online at: Activation Lock support request - https://al-support.apple.com/#/additional-support Apple says, "Proof of ownership documentation is required," but does not detail what currently constitutes proof. Prior to this new online service Apple typically required the original receipt issued by Apple or an Apple Authorized Reseller and documented provenance (so typically it would be the original owner who does this, or a descendant with legal proof of ownership).

Make sure BB told Apple about the sale.

See if the resources below can help you.

The warranty isn't important here, but Apple knowing your device exists is.

I bought the ipad online so have just my digital receipt. Only receipt I ever got. I contacted the online store and they sent me a more complete digital receipt. Gave them both to Apple but they have denied my activation lock request three times so far. I have no idea what they don’t think is sufficient about my receipt!!!! They just deny the request but won’t tell me what else they need. So frustrated. Is an online purchase not a valid purchase to Apple?? That would have been good to know. Very expensive mistake.
