No. The only limit would be the amount of free space available on your drive that stores the iMovie library. If the photos are not already in the library, newly added photos would automatically get stored in the library when the photo is added to the timeline of a project or into an Event. Once the photos are stored in the library or Event, you can add as many as you want to the project itself. However, if you are low on space in the drive that houses the iMovie application, the export may fail because iMovie has insufficient space in which to operate.
As another note, the photos that are added to the project timeline are not the full sized originals. They are simply small sized editing thumbnails that refer to the original photo that is stored in the iMovie library. So, you can add as many thumbnails as you want, since they have a very small size.
