That iMac does not support Target Display Mode. Target Display Mode went away when the first 27" 5K Retina iMac came out in Late 2014. Even if you had an iMac which supported TDM, the M2 Mac mini does not support using any iMac as a Target Display.
That iMac is also too old to act as an AirPlay Receiver for AirPlay to Mac.
There is a workaround product called Luna Display, by Astropad, that might let you use that iMac as a second display. This would tie up two ports on your Mac mini – one of your USB4 / Thunderbolt ports for the required "dongle", and another port for a cable connection to your iMac (to help carry video data). Even with that, the connection would not be as good as a first-class hardware connection to a standalone 5K monitor. I think the refresh rate would only be 30 – 45 Hz, and a blog on the Astropad site said that they do not recommend Luna Display for applications involving fast-changing video content (like gaming and video editing).
You'd need a real monitor or TV set to configure the M2 Mac mini to use the Luna Display.
