There are some different things that can block an Apple ID, sometimes with unfortunately similar-seeming errors…
If disabled, your brother will need to follow these steps: If your Apple ID is locked or disabled - Apple Support
If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. Nothing your brother can do to clear this case, other than contacting Apple and resolving the issue.
if your brother encounters an "Inactive" message with an Apple ID, or encountering "Verification Failed. This Apple ID is not active.", then contact Apple Support for help.
If the Apple ID was deactivated, your brother will need to follow the procedure to reactivate it. Your brother will need the reactivation code that was provided when the Apple ID was deactivated.
If something else, what is your brother trying to do here, and what is the text of the error message?
