This is a Notification that you have allowed a website to send you. They are scams.
Go to Safari > Settings > Websites > Notifications, and remove all sites that you have allowed to send you notifications. I find it best to remove all to make sure there are no other sites that will be sending you similar messages, but you will be able to find this exact site my matching the icon used in the notification.

It’s legitimately an advertisement for what are too often unnecessary and too often privacy-problematic apps, yes.
It’s notification spam. Advertising. Not malware.
Somewhere along the path, you were offered and accepted these notifications.
This particular notification spam is advertising unnecessary apps, and these notifications can sometimes claim to have performed a “scan”. Scans are deeply intrusive, and remote sites cannot perform malware scans. If they could, they’d just steal everything, and skip all the chatter.

No it is not legitimate message or something you need to act on. Remove it to eliminate Notifications allowed from the site.
When you go to a website it may ask you if you would like to allow it to send you notifications. Sometimes these are just clicked to make them go away, but if it is allowed you will find it there. The website can now send you any notification that it wants and can be abused by sending you these fake problems to get you to download additional software. This is an ad that the website gets paid to send to you.
