If you mean a device profile with pre-configured settings, then see: Configurator 2 app - Mac App Store - Apple.

If this is about connecting to a captive portal Wi-Fi network, then profiles aren’t needed anymore for that since tvOS 15.4.

You may get better advice if you disclose your use case. What do you want to accomplish?
