If "Find My: was turned on before your phone was stolen:

Eg: For using "Find My" on iCloud: says:

"If you lost your trusted device, or otherwise can't get the code, select the Find Devices button instead. Sign in to iCloud.com/find"

For regaining access to iCloud:

If you use two-factor authentication and can’t sign in or reset your password, you can regain access after an account recovery waiting period.

If you have another device or computer using the same Apple ID you can use that to get a verification code:

Get a verification code and sign in with two-factor authentication - Apple Support
