I have an iPhone 7 that my mother had given me. She used it was Spectrum wireless and they’ve told me 3+ times but it’s been unlocked. I am trying to put a different carrier Sim card in it and it’s not allowing me to. I don’t know what else to do, I like this little phone and I want to use it.

Only the carrier the phone is locked to can unlock it.
No one else. Apple can’t help you. If the phone was your mother’s on Spectrum, it will probably be easier if she is the one to request the unlock, assuming they will agree to unlock it at all.
