So it there just no way at all to see a history of dismissed notifications in Mac?

I'm not talking about Notification Center. I'm talking about notifications that no longer appear in Notification Center. Surely Apple isn't short-sighted enough to make this impossible, right? So what am I missing?

No, there is no way to see a history of notifications on any Apple device. There never has been.

You can let Apple know what you'd like to see here:

Meanwhile, if you go to Settings>Notifications><app name> and enable "Badges", you'll see an indidator on the icon for any apps that need your attention.

Thanks for a straight answer. Unfortunately, unless I'm missing something, badges are useless if the apps in question aren't in your Dock.

Badges will show up on the icons of any apps on the Home pages. They will not show up on apps that are only in the App Library.

And even for those that are, it doesn't tell you what dismissed notification were about. It's so easy to accidentally dismiss a notification, and then you can never get it back. So short-sighted.

Generally, there is an indication in the app itself. For example, Messages marks all the unread messages with a blue dot. Monarch (which you can see in my screenshot) has its own notification section that I can tap on inside he app.

If you don't want to clear the notification from the Notification Center, don't tap on it. If you tap on it, it has done it's job.

You can always let Apple know what you'd like to see here:
