Mid 2010 MAC Pro tower power button not working

My mid 2010 Mac Pro tower has had trouble starting. Today it won’t start at all. The battery tests fine. I’m wondering if something could be wrong with the power button. I have an old one here I could use for parts, but cannot figure out how to get it out to replace it. Has anyone done this?

Mac Pro, macOS 10.13

to say the battery is working, you need to have removed it from the circuit, and had it test above 3.00 Volts.

When you insert the power cord, it should energize a small always-on power supply in the machine. Be sure you JAM the computer-end in hard.

The power button is on the front interface card, which is not so easy to get to. The processor shelf definitely need to be removed, and I think its surround and the fans may need to come out as well.
